My reading of it seems to back up my experience of using one in flight...
you can take and use a CPAP on a flight without needing any special medical clearance or needing to tell us in advance
If there is a power point at the seat, and it is operational (not guaranteed!) you can plug your CPAP into that.
If you NEED to use the machine while you are flying, take a dry cell battery pack to power it as the on-board power supply can't be guaranteed.
And a final one from me - use the Seat guru website to see if your seat is likely to have a power supply and what adaptor you may need.

Masks: Resmed Swift FX, Sleep Weaver, Mirage Liberty and most other makes and models.
They aren't the most informative - I have used it on a couple of flights. Don't expect to use the humidifier though, that will take the power over their 75W limit, and the socket does cut out then! turn it off before you go to fly
